The basic groups of indicators for evaluating the effectiveness of e-Learning environment are classified. Some of the indicators will be transformed into quantity form. It may be done by grading or specifying numerical evaluation scale.The concepts of the Expert Evaluation Methodology are also discussed. The weights of the indicators’ coefficients for evaluation the effectiveness of e-learning are defined by this approach. The results, received from the interview that was implemented with a group of experts in the e-learning sphere are presented and analyzed. A general evaluation approach for assessment the efficiency of virtual environment will be created.
